nlhier i don't know why it shouldn't is it a rc car or boat? it should work fine then minimum voltage for the reciever is 4.0V

nlhier you should try and read the instruction manual highest gues is hold down the bind button power the reciever on and then the transmitter on led on reciever will change change collor, blinking fast, solid, slow blinking depending if it is bound or not if you meant bind another transmitter to the reciever that isn't possible i don't think

nlhier you need to put the correct channel on (DIVERSITY) and make sure the vtx is not in pit mode and of course check if everything is plugged in cables and antenas

nlhier you can use it with any version usb port you won't be noticing any latency whatsoever it could be 2.0 or 3.0 i don't know
