There are also much stronger needle pulses. The output circuit is therefore insufficiently filtered. I found an efficiency of just over 86%, at 24V and 40W. My measuring equipment for this are not so accurate. I would not use the power supply for computer technology. It can be used for electronics experiments above 5V and for the supply of smaller AF power amplifiers. But you should provide an additional support capacitor. Good value for the money. The regulator is not linear, in lower range it jumps up & down, hard to set a value, in higher range it's ok.
